Another rather cynical way to look at tariff targeting is "exemption payoff", where CEOs of an industry due to be hit hard by impending tariffs book a seat at the next available "candlelight dinner" at MAL, then after paying the $1mil "seating fee", the CEO then "negotiates" a tariff exemption by promising a several-million dollar "gift" to the "tRump Library", or to a PAC of tRump's choice, in exchange for "exempting" his products from any putative tariffs...win-win, as they say, in a transactional world.
